This is a castle in the sky ruled by the Sky King. Only a few creatures can go up there -- shapeshifters, griffins, dragons -- anything that flies. People can hitch rides on the fliers (creatures that fly) but other than that, it has very few people. A magical bubble of air gives oxygen to the city.
